Former vice president of the Indian Cricket Board, Narahari Amin, has asked the BCCI not to distribute this year's annual subsidy to its affiliated units till their audited accounts and reports are passed by the respective associations' executive committee and general body.

Former vice president of the Indian Cricket Board, Narahari Amin, has asked the BCCI not to distribute this year’s annual subsidy to its affiliated units till their audited accounts and reports are passed by the respective associations’ executive committee and general body.
Amin, who is also a former president of the Gujarat Cricket Association, in his letter to BCCI president N Srinivasan and secretary Sanjay Jagdale, has specifically targeted GCA for securing the Board’s grant without getting its audited accounts passed at its AGM.
Amin has claimed that the GCA, now headed by Gujarat CM Narendra Modi, has not held its AGM for more than two years and has not conducted elections, though the present committee has already completed its term.
In his letter, Amin said he has been shocked to know that in the recent past the BCCI “is releasing the grant money to associations without the audited reports being passed in the Executive Committee and the AGM (of the associations)”.
“Grants have been released by the BCCI on the basis of Audited Balance Sheet submitted by the association but without queries of the auditors solved or any type of discussion regarding the expenditures done by the association in Executive Committee meeting or the AGM is not passed,” Amin claimed.
“Gujarat Cricket Association has not called Executive Committee meetings and AGM for 2 years or more and are only sending Audited Reports without passing the reports in the Executive Committee meeting and AGM and I personally request you to release grants to Gujarat Cricket Association only after the audited reports are passed in the Executive Committee meeting and the AGM,” he has pleaded.
The BCCI provides annual subsidy running into several crores as a share of their revenues accrued from TV broadcast rights and IPL earnings.
“I would further like to request you that Gujarat Cricket Association who has not called for elections for one year or more after the completion of their term should not be given grants till they follow the rules and regulations set by the BCCI and even representatives of such association should not be taken into any committee of the BCCI till they complete the pending formalities of the rules and regulations,” Amin said.
Amin wants the BCCI to crack the whip and act in “a strict manner with the state associations to follow the rules and regulations” set up by the Board and “exercise timely execution of the same”.
“If needed, BCCI should appoint a committee to keep a check on the proper and timely operations of the state associations and (to maintain) crystal clear transparency.”
In support of his claims, Amin has cited a press release issued by GCA’s secretary on September 22, wherein it has been mentioned that the District Cricket Associations of GCA have not done their respective meetings yet and so GCA will call for AGM one all the district associations complete theirs.
“So it means that AGM of GCA has not been called yet and their accounts have also not yet been passed in the Executive Committee meeting or the AGM; therefore BCCI should not call their AGM till GCA’s AGM is not completed,” Amin has said.
It remains to be seen whether the BCCI AGM will take notice of the allegations levelled by Amin in his letter, a copy of which is with PTI.
